Issuance of Alien Registration Card

What is an Alien Registration Card?

The alien registration card (ACR) is needed for identification, when issuing various official documents, when making transactions or sending money through a bank, or when using hospitals and other public institutions. Therefore, foreign students must always carry their passport or ACR while in Korea. Failure to do so may result in a fine for violating Immigration Control Law.

  • Qualification : Foreigners staying 90 days or longer in Korea
  • Procedure: The student must make a reservation on Hi Korea’s websitewww.hikorea.go.kr) (www.hikorea.go.kr) and then visit the Immigration Office with the reservation certificate.
    • Must apply for the ACR within 90 days of immigration to Korea. If not, the student must pay a fine for violating Immigration Control Law.
  • Documents to be submitted
    • Integrated application form (download the form from Appendix 1 or Hi Korea)
    • Passport (original copy and photocopy)
    • Photocopy of visa
    • One passport photograph (taken within three months)
    • Certificate of studentship (in case of application before admission, standard admission permission)
    • Tuition payment certificate (only when application is made before admission)
    • Tuberculosis examination certificate (limited to corresponding person only)
    • Service charge (KRW 30,000 in cash)
    • Matters of foreigner registration (content of Alien Registration Card)Foreigner registration number, name, sex, nationality, qualification for stay (kind of visa), date of issuance, office of issuance, date of permission of stay period, expiration date of stay period, and information on staying place

Reporting Changes of Alien Registration Card

If any changes are made to a foreigner’s registration, they must report those changes.

  • Change in name, sex, nationality, passport number, issuance date of passport, and expiration date of passport, etc.:
    • Report within 14 days after occurrence of the change (In case of report after such 14 days, a fine is levied.)
    • Electronic civil affairs(www.hikorea.go.kr – Electronic civil affairs – Report of change in registration) or visit of and report to Immigration Office
    • Documents to be submitted : : Integrated request form, passport, and foreigner Alien Registration Card
  • Change of residence (address)
    • Report within 14 days after change in address (In case of report after such 14 days, a fine is levied.)
    • Electronic civil affairs www.hikorea.go.kr – Electronic civil affairs – Report of change in registration) or visit of and report to Immigration Office, Gu Hall of new address, or Dong Office
    • Documents to be submitted : Document to prove staying place (lease contract, and dormitory certificate, etc.)

Re-issuing an Alien Registration Card

If the ACR is damaged or lost, the student must visit the Immigration Office in their jurisdiction for reissuance.The student might be fined if they do not apply within 14 days of losing the ACR.

  • Documents to be submitted
    • Passport
    • One passport photograph (taken within three months)
    • Integrated application form (download the form from Appendix 1 or Hi Korea)
    • Service charge (KRW 30,000 in cash)

※ It is recommended to separately note down one’s own ACR number and passport number in case of possible loss.
